Summary:

The City of Brookings desires to reduce water runoff and improve water quality throughout the community.  While there are requirements to reduce stormwater runoff for larger developments, single-family homes have no requirements.  Over the past year Public Works - Engineering staff, along with the Sustainability Council have researched ways to improve runoff for existing single-family homes and have identified measures to incentivize owners to do their part, by subsidizing improvements that can be made on their property.

 

Rain barrels and the installation of native plantings have proven to provide an impact on stormwater runoff and quality.  Staff is recommending to implement a one-year pilot program that will include incentives for rain barrels and native plants.  At the end of the pilot program, staff will report back to your Council on how well the program was received, the participation rate, and the impacts the program has made.
