Action on Resolution 23-044, a Resolution awarding a bid on Landfill Leachate Hauling.

Summary:

Approval of the proposed resolution will award the Landfill Leachate Hauling bid to Liberty Septic, Inc., for the low bid of $0.065/gallon.

 

Background:

The Brookings Regional Landfill produces thousands of gallons of leachate each year and that leachate must be appropriately handled to ensure the leachate does not migrate through the clay liner and into groundwater.  Leachate is created when water percolates through the landfilled solid waste.  Per solid waste regulations, the landfill can recirculate the leachate by spraying it back on top of a landfill cell or permanently dispose of it by hauling or pumping it to a local wastewater treatment plant.  Since the landfill has recirculated the leachate for several years and only hauled a small percentage away for permanent disposal, the volume of leachate at the landfill is now sufficient enough to start permanently disposing of it.

 

The City held a bid letting on Tuesday, April 25, 2023 and received the following bids:

-                     Liberty Septic, Inc.                                                               $0.065/gallon

-                     Dakota Portable Toilets, Inc.                     $0.20/gallon

 

Liberty Septic is a current City vendor and is capable of fulfilling the requirements of the bid.

 

Legal Consideration:

None

 

Strategic Plan Consideration:

Proper management of the landfill leachate supports the strategic plan initiatives of fiscal responsibility and sustainability.  The permanent disposal of leachate helps mitigate potential groundwater contamination, and future corrective action costs.

 

Financial Consideration:

There is no general fund cost associated with the bid award.  Sufficient appropriations in the amount of $56,500, are included in the 2023 adopted Landfill Budget under account #625-000-5-422-07 “Contracting Services.”
