Summary:
Approval of this resolution will authorize the City to proceed with the design and bidding of the Street Assessment Project 2019-02STA, 15th Street South and 7th Avenue South.

Background:
This item was originally tabled October 23, 2018.

The City retained the services of Civil Design Inc. to design the street construction project for 15th Street South between Main Avenue South and Medary Avenue South and 7th Avenue South from 12th Street South to Remington Circle as shown on the attached map. The project involved applying for a US Army Corps of Engineers 404 Permit which included a wetland mitigation plan to purchase credits from a local wetland bank. The City recently received the 404 Permit and is proceeding with the next step in the process which is the public hearing on the Resolution of Necessity for the project.

The assessment project includes designing 15th Street South and 7th Avenue South as collector streets with water and sanitary sewer mains and services, grading, gravel, curb & gutter, valley gutter, asphalt pavement, storm sewer, detention pond and wetland mitigation. The water main for the project will extend along 15th Street South and 7th Avenue South with water services to each lot. The sanitary sewer will extend along 7th Avenue South and along 15th Street South, west of 7th Avenue South, with sanitary sewer services to each lot.

Consistent with the City's policy on collector streets, these improvements are being assessed to the adjacent properties on the front foot method.
