Action to Approve the Planning Commission 2020 Annual Report

Summary:
The 2020 Annual Report provides an overview of the items the Planning Commission has addressed throughout the year. Overall, 2020 was on par with previous years related to the number of residential lots approved through the preliminary and final platting process. The most significant issues addressed centered around ordinance amendments which have a long-term benefit for the community.
Key projects are longer range planning items which either need updating or are identified within the Comprehensive Plan or the City Council’s Strategic Plan. Due to COVID-19, the Joint Jurisdiction Zoning Ordinance update was halted after the March meeting. This project will resume when it is deemed safe for the joint Planning Commissions to reconvene and allow for public comment. The Planning Commission discussed the design guidelines/overlay district and held a public meeting to gain public comment on the proposal. Staff continues to work on updates and will bring the proposal to the Planning Commission in 2021.
Implementation of a Connectivity Index is still a goal of staff and the GIS analysis of the street network has been completed. Staff will work on the ordinance language in 2021 and present a draft to the Planning Commission when ready.
