Action on Resolution 20-030, a Resolution designating the Mayor as Certifying Officer for ICAP Self-Help Homeownership Opportunity Program.

Summary:

The Inter-Lakes Community Action Program (ICAP) has contracted with the First District Planning office to complete the environmental process for the US Housing and Urban Development (HUD) funding that ICAP plans to utilize for the new housing project in Brookings. The project was approved by Council in 2018 and located east of 16th Street and on Summit Pass. In the past this request was made for similar ICAP projects.  The request places the City as the responsible party for the environmental process.  The Self Help Opportunity Program (HUD funding) regulations prefers to see the local unit of government that has jurisdiction over the land on which the project is located, act as the responsible party for the environmental process.  The responsible party signs all necessary environmental documentation and publishes the necessary notices. The First District Planning office completes the environmental assessment report and assists with the environmental process.

 

An essential first step in this process is to have the City Council act to identify an Environmental Certifying Officer resolution for the environmental process.
