Summary:
The City of Brookings has been awarded a federal “Better Utilizing Investments to Leverage Development (BUILD)” Grant to construct 20th Street South between 22nd Avenue South and 34th Avenue South, along with a new interchange at Interstate 29 and 20th Street South.
The Project is being administered by the State of South Dakota with the City Manager stated as the City’s Project Representative. The local funds which contribute towards the Project match are currently budgeted as follows:
City share: $2,000,000 (43%)
County share: $2,000,000 (43%)
Private Donor share: $ 669,407 (14%)
Total project match: $4,669,407
The State will invoice the City of Brookings for 20% of the project costs. The City of Brookings will then invoice Brookings County and the Private Donors for their share of the project match at the above percentages. It is anticipated that cost overages will be paid for at the same percentage share as the project match.
The City of Brookings and Brookings County agree to a Memorandum of Understanding which describes the funding details. The City and County will review the Engineer’s Cost Estimates at the 30%, 60%, and 95% design stages to discuss project costs and budget.

Staff recommends approval of the resolution as presented to authorize the City Manager to sign the Memorandum of Understanding between the City of Brookings and Brookings County for the 20th Street South BUILD Project.
