Title Festival of Books Sponsorship

Summary: The 2020 Festival of Books will be in Brookings. The South Dakota Humanities Council has asked us to be donors at $2,500.
Background: When the Festival of Books was in Brookings in 2018 we donated $2,500 along with the Friends of the Library who also donated $2,500 to be a $5,000 level sponsor.
Fiscal Impact: Which fund would we take this out of? In 2018 it came out of the fines account.
