11.1 Review - 824 4th Street

Summary:

The applicant is proposing to construct a detached garage in the southwest corner of the property.  The proposed garage height is twenty (20) feet.  Staff discussed the proposed project with State Historic Preservation Office (SHPO) staff and a case report was not requested, however, the following guidance was provided:

 

                     Compare the height of the proposed 20’ garage with the heights of the surrounding houses to make sure the new construction complies with the height standard in ARSD 24:52:07:04:

(2) Height: The height of new buildings or additions to existing buildings may not exceed a standard variance of ten percent of the average height of historic buildings on both sides of the street where proposed new construction is to be located;

                     SHPO would also like to request comments from the Brookings HPC on the proposed garage since it will be very large and close to neighboring properties.

 

Staff compiled estimated heights of all the neighboring primary structures within the historic district on the block.  The average height of the properties was 23 feet 11 inches (23’ 11”).  If the property at 903 4th Street is not included in the evaluation, the average height decreases to 22 feet 6 inches (22’ 6”).
