Summary and Recommended Action:
The recent update to the City’s Master Drainage Plan (Plan) recommends revisions to the City’s Storm Drainage Fee. The current drainage fee, which was established in 1985, bases the fee on land use. To provide a more equitable means of calculating this fee, the Plan recommends using an Equivalent Residential Unit (ERU). An ERU bases the fee on the average impervious for a residential parcel. All residential parcels will be assessed one ERU, while commercial and industrial lots will be assessed based on the amount of impervious coverage.
Staff recommends approval of the proposed ordinance amendment.
