Final Plat of Sweetgrass Drive Right of Way and Goldenrod Trail Right of Way in Prairie Hills Addition

Summary:
The applicant is seeking Final Plat approval to plat the rights-of-way for two (2) street extensions in Prairie Hills Addition.
Background:
The property is located south of 20th Street South between Main Avenue South and Medary Avenue South. The extension of Goldenrod Trail to Sweetgrass Avenue will connect ‘The Landing’ development with the existing single family lots to the south. Platting the rights-of-way will allow the developer to move forward with the installation of utilities and the construction of both streets. Once both streets are constructed, the development will have two (2) points of ingress/egress.
The City Council approved a Preliminary Plat showing a 45 foot wide right-of-way section for Goldenrod Trail on March 27, 2012. The developer is proposing a 50 foot wide section of Goldenrod Trail to match the street section that is already constructed. The City Council approved a revised Preliminary Plat on June 23, 2015 establishing a 60 foot wide right-of-way for Sweetgrass Drive. The developer is intending to construct the remainder of Sweetgrass Drive with a 55 foot wide right-of-way and sidewalk on one side. This change triggered a revised Preliminary Plat which has been submitted and will need to be approved by the City Council. The street width will be a typical 31’ section; however, the right-of-way can be narrower due to the sidewalk be constructed only on one (1) side of the street. City staff has reviewed the proposed narrowing of the Sweetgrass Drive right-of-way from 60 foot to 55 foot and does not foresee any issues.
The Final Plat also establishes two (2) sections of 50’ Access and Utility Easement for the continuation of the private street system in ‘The Landing’ twinhome development. Brookings Municipal Utilities has reviewed the Final Plat and has no need for any additional utility easements at this time.
Findings of Fact:
1. The Final Plat is in substantial compliance with the approved Preliminary Plats. A revised Preliminary Plat has been submitted for approval of a 55 foot wide right-of-way for Sweetgrass Drive.
2. The Final Plat meets the requirements of the Subdivision Regulations and Zoning Ordinance.
Staff Recommendation:
1. Approval of the Final Plat shall be contingent upon City Council approving a revised Preliminary Plat for the Sweetgrass Drive right-of-way width.
